McGonagall's Fortune?

We know that the Nimbus 2000 is so expensive that even Malfoy doesn’t have one.
- Did McGonagall buy it for Harry with her own money or does Hogwarts have a discretionary fund for this type of thing?
- Has J.K. Rowling sort of masculinized the broomstick as it’s traditionally thought of as related to witches?
